PropTech Software Development in the UK: What to Build and What It Costs

UK property is full of manual, paper-heavy workflows, and a growing body of rules and open data that software can handle better. Here is what PropTech teams build, the rules that shape it, and the public data you can build on.

This guide summarises UK rules that commonly affect PropTech products. It is not legal advice; confirm how they apply to your product with a property or regulatory lawyer.

The Short Answer

What is PropTech software development?

Building software for buying, selling, letting, managing or financing property: agent and landlord tools, listing and compliance systems, valuation and data products, and marketplaces. In the UK, the build is shaped by listing disclosure rules, the new private rented sector database, anti-money laundering registration, and open data from HM Land Registry and the EPC register.

UK Rules That Shape the Build

Material information on listings. National Trading Standards published guidance on Part A material information, such as price or rent, council tax and tenure, in 2022, and on Parts B and C on 30 November 2023. Part B covers what should be established for every property, such as construction, rooms, utilities, broadband and parking; Part C covers matters that apply only where a property is affected, such as building safety, flood risk and restrictions. The guidance supports agents' existing duty under consumer protection law not to omit material information. Any listing tool should model these as structured fields.

The private rented sector database. Under the Private Rented Sector Database Regulations 2026, the “Register your rental property” service opens from 15 December 2026, starting in the West Midlands. Landlords of assured or regulated tenancies must register themselves and each property, at £65 per property a year; London's deadline is 14 October 2027 and the last regional deadline is 14 November 2027. Landlord software that tracks registration status and renewals solves a new, dated problem.

Anti-money laundering. Estate agency businesses, and letting agencies with rents of €10,000 or more a month, must register with HMRC for money laundering supervision; trading while not registered is a criminal offence. Tools that onboard buyers, sellers or landlords for agents need due-diligence checks and record keeping built in.

Building Tools for Agents

Agents are the most common PropTech buyer and among the hardest to win: most already use a CRM and send listings to property portals, so replacing a core system is disruptive. Successful agent tools tend to do one job the existing systems do badly, such as gathering material information, compliance checks or lead follow-up, and integrate with what the agent already uses rather than replacing it.

That makes agent tools well suited to an MVP: one workflow, one integration, a small group of agencies. See how to scope an MVP and MVP launch strategy for recruiting the first agencies by hand.

Where AI Fits

McKinsey estimates generative AI could generate $110 billion to $180 billion or more in value for the real estate industry, but says the industry must change how it operates to capture it. In practice, the safest early uses draft rather than decide: listing descriptions from structured fields, summaries of long documents, and first-pass answers to tenant questions, all reviewed by a person. If the product only works when a model reaches a certain accuracy, test that with a proof of concept first; see AI feature integration.

What PropTech Software Costs

How much does it cost to build PropTech software?

It depends on scope more than sector. Clutch reports most software projects cost $10,000 to $49,999. Loomstrat Studio publishes fixed prices of $15,000 to $30,000 for a rapid MVP and $30,000 to $60,000 for a full platform. Integrations, compliance features and marketplace mechanics push a build towards the higher range.

For a line-by-line view of what drives the price, see what a $15k MVP includes vs a $50k quote. For PropTech builds on a fixed price with full code ownership, see PropTech and real estate software.

Frequently Asked Questions

What is PropTech?

Property technology: software for buying, selling, letting, managing, valuing or financing property. Common products include agent and listing tools, landlord and property management systems, compliance tools, data products and marketplaces.

What rules affect PropTech software in the UK?

What is material information on property listings?

Information a buyer or renter needs to make a decision. National Trading Standards guidance groups it into Part A (such as price, council tax and tenure), Part B (such as construction, utilities and parking) and Part C (such as flood risk and building safety, where they apply).

When does the landlord database start?

The Register your rental property service opens from 15 December 2026, starting in the West Midlands. Registration costs £65 per property a year; London’s deadline is 14 October 2027 and the last regional deadline is 14 November 2027.

What open property data is available in the UK?

HM Land Registry Price Paid Data (sales since 1995, monthly, Open Government Licence), HM Land Registry ownership verification through its Business Gateway, and almost 30 million energy performance certificates through the EPC open data service and API.

How much does PropTech software cost to build?

Scope drives cost more than sector. Clutch reports most software projects cost $10,000 to $49,999; Loomstrat publishes $15,000 to $30,000 for a rapid MVP and $30,000 to $60,000 for a full platform.

The best PropTech products pick one rule-heavy, paper-heavy job and do it properly. In UK property, there is no shortage of those.
